Microsoft’s Bing team released a framework describing how indexing requirements change when the goal is to ground AI responses rather than rank search results.
The post identifies five measurement areas where the company says the two systems diverge. He also cites “forbearance” as a design choice for AI-based recovery.
What Microsoft described
The article argues that traditional search indexing and basic indexing share the same foundation but serve different purposes.
Traditional search, the team writes, asks “which pages should a user visit?” » The base layer asks “what information can an AI system responsibly use to construct a response?” »
Microsoft identifies five categories in which measurement requirements differ.
Regarding factual fidelity, the team notes that some ranking mismatch is tolerable in traditional search because a user can click and rate. As a basis, the article describes dividing content into retrievable chunks as a process that “can distort the substance of the page in ways that never show up in any ranking signal.”
For the quality of source attribution, the Bing team calls attribution useful in traditional search but a “critical signal” for anchoring. Not all indexed content is equally important as evidence of an AI response, the team adds.
When it comes to freshness, Microsoft sees a clear difference in cost. Outdated content in search is a ranking problem. As a basis, the message says, “an outdated fact produces a misleading answer.”
To cover high-value facts, the message explains that a document missed in the search is recoverable because alternative results exist. In terms of substantiation, the index must ensure that “the specific facts and sources that people are likely to ask questions about are actually available and substantiated.”
When there are contradictions, traditional searching can pop one source above another and let the user decide. A grounding system cannot do this. “An AI system that silently arbitrates between conflicting sources is able to confidently assert the wrong thing,” the team explains.
Forbearance and iterative recovery
The article also covers two design differences between the systems.
Microsoft calls for refusing to respond “to abstention”. For a grounding system, this is a valid result when the support is missing, obsolete or conflicting. Traditional search does not need to make this judgment because it presents options that a human can evaluate.
Iterative recovery is the other difference. Traditional search is typically a single interaction where a query is entered and ranked results appear. Grounding systems may need to ask follow-up questions, refine recovery based on intermediate results, and combine evidence from multiple sources.
Errors in early retrieval stages “get worse during later reasoning stages in ways that no human examiner could detect in real time,” the post adds.
Context
This blog post follows a series of measures taken by Microsoft to develop its core tools and give visibility to publishers.
In February, Microsoft launched the AI Performance dashboard in Bing Webmaster Tools, giving sites their first page-level citation data for AI-generated responses. The company rewrite of Bing webmaster guidelines in March to include GEO as a named optimization category and added grounding of query-page mapping on the dashboard the same month. During SEO Week in April, Madhavan previewed four additional features for the dashboard, including quote sharing and basic query intent tags.
This article is more conceptual than these previous announcements. It does not introduce new tools or features. Instead, it lays out the engineering principles that the company describes as guiding the evolution of its index.
Why it matters
This framework clarifies what Microsoft says its systems need from the AI Response Index.
Microsoft says grounding relies on the same analysis, quality, and understanding of the web as research, but grounded answers require accurate, recent, attributable, and consistent evidence. Outdated facts, weak sources, and contradictions present risks when content is used as an answer.
